The Indonesian Government has unveiled an ambitious plan to bolster its tourism sector. With an initial allocation of of over Rp. 1 trillion, which translates to approximately US$63.5 million, the government aims to establish a dedicated “tourism fund.”

This initiative was brought to light by Sandiaga Uno, Indonesia’s Minister of Tourism and the Creative Economy, after a significant meeting with President Joko Widodo in Jakarta on 04 October 2023, as reported by Indonesia’s news outlet, detic.com.

Purpose and Mechanism of the Tourism Fund

The primary objective of this fund is to attract high-quality international events spanning various segments, including culture, sports, and MICE (Meetings, Incentives, Conferences, and Exhibitions). Additionally, a portion of these funds will be earmarked for branding and promotional activities to enhance the global image of Indonesian tourism.

Drawing parallels with similar mechanisms in countries like Singapore and Saudi Arabia, Sandiaga Uno highlighted the success of such funds in promoting tourism. He stated, “The mechanics of a tourism fund are already in operation in several countries, such as Singapore and Saudi Arabia, where support is given to developing tourism.”

The guiding principles of the Indonesian Tourism Fund revolve around good governance, with a keen focus on green, sustainable, and quality tourism. A significant emphasis is also placed on fortifying the rich Indonesian cultural heritage.

It is anticipated that the Tourism Fund will be operational by 2024 and will receive full funding by mid-2024. Sandiaga Uno also hinted at the possibility of expanding the fund based on the outcomes achieved.

The primary sources for the tourism fund include the government budget, foreign exchange accrued from tourism activities, and visa fees. It’s estimated that the foreign exchange from tourism, during the pre-pandemic era, ranged from almost US$20 billion to US$25 billion. Sandiaga reassured stakeholders that tourism businesses would not be directly levied to contribute to this fund.

The Tramline Proposal

Recently, transport officials unveiled plans to introduce an underground metro line connecting Gusti Ngurah Rai International Airport to prominent resort areas such as Seminyak and Canggu, with the project set to commence in 2024.

While this ambitious metro project is in the pipeline, the Badung Regency has also proposed the establishment of a tramline to link some of the region’s most frequented beaches, mainly Kuta, Legian, 

Badung, one of Bali’s nine regencies, is a hub for tourism. It houses popular resorts like Kuta, Jimbaran, Uluwatu, Seminyak, Legian, and Canggu.

These areas attract a significant number of tourists annually. The proposed tramline aims to connect Bali Airport with the Samigita Beaches, a stretch of coastline extending from Kuta to the resort town of Legian.

In 2019, the estimated budget for the metro line’s first phase, which includes a rail line connecting Gusti Ngurah Rai Airport to Kuta, Central Parking, and Seminyak, was between IDR 8-10 trillion.

I Gede Wayan Samsi Gunarta, the Head of the Bali Province Transportation Service, mentioned that several countries, including South Korea, China, the United Arab Emirates, Malaysia, and England, have expressed interest in contributing.

There are hopes that this collaboration might lead to insights and support from the teams responsible for the Seoul Metropolitan Subway.

The Bupati of Badung Regency in Bali, Bapak I Nyoman Giri Prasta, has expressed a strong commitment to transforming the Jimbaran area into a prime culinary tourism destination.

Initially, Rp 25 Billion (USD 1.6mio) has been designated for enhancing Jimbaran Beach and constructing the coastal route, Jalan Segara Giri Jimbaran.

“Our primary focus is on the coastal area and its connecting roads.”

“We hope the local community remains united and continues to be the primary stakeholders in their home,” emphasized Bupati Giri Prasta.

He is confident that the project will be completed on time, thanks to a round-the-clock work schedule.

There are also plans to tidy up the cables in tourist spots by grouping them onto one pole. Furthermore, they are setting up waste bins and aim to finish all these improvements by 2024.

This development has been a long-standing desire of the entire Jimbaran community, including the fishing groups.

The community’s proposals from 13 banjars were presented to the Regent of Badung. Initially, approval was granted to enhance Jimbaran Beach and the construction of an access road from Jalan Pemelisan Agung to Jalan Yoga Perkanthi.

During the ceremony, the Chairman of Jimbaran Traditional Village, I Gusti Made Rai Dirga Arsana Putra, expressed: “This is the initial stage, hopefully in the future it can be continued and become an alternative to the western ring road in the Jimbaran and Bukit areas. So that the traffic jams that always occur on Jalan Uluwatu I can be avoided”.

Foundation Stone Placement Ceremony

At the ceremony on Wednesday (11/10), where the first stone for the Jimbaran Beach and Jalan Segara Giri Jimbaran project was laid, he was accompanied by I Wayan Adi Arnawa from Sekda Badung.

Inline with other infrastructural improvements, that are planned to be developed in Bali, the local authorities have now approved a roadway project to Sanur. <strong>This 6km road is aiming to address the traffic issues,</strong>Bali’s Interim Governor, Sang Made Mahendra Jaya, spoke about the potential of this development to facilitate better access to the harbour and Nusa Penida.

This is an important development, especially considering the number of travelers Sanur sees, many of whom are heading to Sanur’s Maritime Terminal for ferry services to the nearby islands of Nusa Penida, Nusa Ceningan, and Nusa Lembongan.

Because these islands have gained drastically in popularity over the last 12 months, a part of Sanur is suffering from massive traffic jams.

With a number of over 15,000 people arriving at Bali’s International Airport and Sanur’s Maritime Terminal handling up to several thousand passengers a day at its peak, this roadway is seen as a necessary infrastructural addition to Bali.

Bali’s southern regions, including the bustling neighbourhoods of Canggu, Berawa, and Echo Beach, are witnessing a small transformation in urban development.

Over the past 5 to 7 years, these areas have seen a surge in growth, welcoming numerous new cafes, hotels, guest houses, restaurants, and shops. These establishments, while adding vibrancy to the regions, have sprouted next to roads that have long lacked adequate infrastructure, including sidewalks.

Small Steps into the Right Direction

Recognizing the importance of modernizing its infrastructure to accommodate the growing number of visitors in this area and the need for improved accessibility, authorities have embarked on an initiative to construct sidewalks, a change that promises to enhance safety and convenience for the area’s rising tourist population.  

The rapid development in Canggu, Berawa, and Echo Beach, fueled by a thriving tourism industry, led to a surge in businesses along not just the main roads, but also the very narrow shortcuts and small “gangs”. Many of these roads have remained underdeveloped, narrow, and lacking dedicated pedestrian walkways while businesses have already opened up their doors, attracting tourists in the thousands.

The development of these sidewalks, is a relatively small-scale project in the grand scheme of Bali’s current traffic problem and its ambitious plans. But it is definitely a step into the right direction and very welcomed by tourists and business owners, and residents.

Canggu is drowning these days in motorbikes and cars and the many little roads and the lack of proper connecting roads between Pererenan, Echo Beach, Batu Bolong and Berawa add to the problem. A long-term solution and a tighter grip on urban development will be needed to see these areas prosper.

Good News for Bali – Underground LRT planned to be running by 2026

Indonesia has set its sights on alleviating Bali’s worsening traffic situation by commencing the construction of an underground light rail transit system (LRT) next year. Bali, welcoming 16 million foreign and domestic visitors annually, has been grappling with traffic gridlock since reopening post-Covid-19.

Luhut Pandjaitan, Coordinating Minister for Maritime Affairs and Investment, announced that the LRT project would connect the island’s international airport to sought-after tourist destinations like Canggu and Seminyak. Speaking in Jakarta, he emphasized that the LRT’s subterranean design aims to manage traffic congestion effectively by 2025-2026.

The airport is projected to handle an annual influx of 24 million travelers by 2026. Without such infrastructure improvements, the minster warned of potentially enduring three-hour waits at the airport. This vital project, initiated by President Joko “Jokowi” Widodo, has garnered interest from investment circles in China, and South Kora. According to the minister, the government is open to collaborating with nations that offer technology transfer, rapid implementation, and cost-effectiveness to support the project.

Bali’s journey towards implementing the LRT underscores the necessity of sustainable infrastructure development to address the island’s growing transportation and tourism challenges.

The fast development of Canggu as a thriving tourist destination has caused major traffic congestions. There are several bottle necks, where smaller roads connect to the main road, Jl Raya Canggu, that make it even difficult for motorbikes to get through, causing massive traffic jams, particularly during rush hours.

In a move that has stirred discussion throughout the year, Bali’s new tourism tax now has a confirmed launch date for all international visitors. On February 14, 2024, this idyllic island destination will introduce the anticipated tourism tax. Tjok Bagus Pemayun, Head of the Bali Tourism Department, officially disclosed this development to the media.

Set at IDR 150,000 per person per visit, approximately equivalent to USD 10, the tax applies to visitors of all ages. It is worth noting that travelers returning to Bali after visiting other destinations in Indonesia such as like the Gili Islands, Lombok, or Sumbawa will be subject to the tax once more.

Bali Tourism Tax in 2024

Tourism Tax IDR 150,000 per traveler

Speculation has arisen regarding the possibility of this fee being valid for a specific duration, such as 30 days, but as of now, no official indications support this idea. The tax, it appears, will continue to be enforced on a per-visit basis.

However, this tax does not extend to travelers visiting the nearby Nusa Penida, Nusa Lembongan, and Nusa Ceningan, as they are part of the Bali Province. The tourism tax is, fundamentally, a local, provincial tax that is in the final stages of approval by the Provincial Government and relevant central government authorities.

For those flying into Indonesia via other cities like Jakarta, Yogyakarta, Medan, or Labuan Bajo, and subsequently taking domestic flights to Bali on or after February 14, 2024, the tourism tax will also be applicable upon arrival at I Gusti Ngurah Rai Airport’s domestic terminal.

According to officials, steps have already been taken to ensure a seamless payment process upon arrival. The IDR 150,000 fee must be settled in Indonesian Rupiah, although international cards will be accepted.

Mr Tjok Bagus Pemayun has informed the media that the payment process will take a mere 23 seconds, and tourists can conveniently make the payment using their cards upon arrival at Bali Airport. Over 20 officers will be on hand to facilitate payments, minimizing any disruptions to travelers’ plans.

Given that more than 15,000 travelers can arrive to Bali every day, it is extremely important to ensure that the process is fast and efficient.  

Officials have hinted that, in due course, tourists may be able to make their IDR 150,000 tax payments online before arriving in Bali, although this system’s readiness by February 14 remains unconfirmed.

While the allocation of funds generated by the tourism tax remains undisclosed, authorities have affirmed that the revenue will be invested in environmental conservation, nature preservation, cultural enhancement, and overall quality improvement. 

Acting Governor of Bali, Sang Made Mahendra Jaya, aims to prioritize waste management with the initial proceeds from the tourism tax. However, long-term spending decisions will ultimately be the prerogative of the next Governor and his administration following the 2024 elections.

Minister of Tourism and Creative Economy of Indonesia, Sandiaga Uno, made a significant statement during “The Weekly Brief with Sandi Uno,” which was streamed online on October 9th 2023. In essence, his statement hinted at the government’s heightened focus on quality and sustainable tourism, which has been gaining global recognition. This was positively acknowledged by Mudi Astuti, Chair of the World Tourism Network (WTN) Indonesia.

Astuti emphasized the need for collaborative efforts among stakeholders to support the Indonesian Ministry of Tourism and Creative Economy in realizing this new paradigm in the national tourism sector.

“We must join hands to support programs that prioritize quality and sustainable tourism. WTN is ready to promote our tourist destinations on the international stage,” Mudi stated.

 

On a similar note, Ningsih Chandra, Secretary-General of PATA Indonesia-Chapter, highlighted the necessity of a holistic strategy in pursuit of the goal of welcoming 14 million international tourists by 2024. This strategy should focus on the segmentation of countries with significant potential for tourism while not neglecting others. To reach this target, it is essential to have additional direct flights and comprehensive recovery of the tourism sector in Indonesia.

Chandra also stressed the importance of synergies among stakeholders to strengthen tourism support, responsible investments, particularly in terms of coordination, communication, and commitment to collaboration to achieve high-quality and environmentally friendly sustainable tourism.
